Description
Le marché a pour objectif d'assurer la conception et la construction de réseaux fibre optique de type FttH et lien point à point dans le cadre du déploiement de la phase 3 du réseau numérique 66. Le Conseil Départemental, dans un souci de promotion de l'emploi et de lutte contre l'exclusion, s'est engagé dans une politique volontariste d'insertion des personnes à la recherche d'un emploi ou en voie d'exclusion. Pour cela, il a décidé de faire appel à ses partenaires privilégiés que sont les entreprises, afin de favoriser l'accès à l'emploi de ces personnes, à travers la mise en oeuvre de la clause d'insertion professionnelle ("clause sociale"), condition d'exécution du marché qui s'impose au titulaire selon les dispositions fixées par le contrat. Il s'agit d'un accord-cadre avec un maximum de 15 000 prises, qui sera exécuté par l'émission de bons de commande
