La Médiathèque Départementale a vocation à offrir le service de ressources numériques à l'ensemble des médiathèques du département, à l'exception de celles faisant partie du réseau de la Communauté Urbaine Perpignan Méditerranée Métropole pour lesquelles il existe déjà un service de ressources numériques proposé par la métropole. Les usagers inscrits dans une médiathèque du réseau départemental doivent pouvoir bénéficier d'un accès gratuit aux ressources inclus dans leur abonnement de bibliothèque. Il s'agit d'un accord-cadre avec un seuil minimum de 40 000,00 euro(s) HT et un seuil maximum de 388 000,00 euro(s) HT , qui sera exécuté par l'émission de bons de commande
