Description
Dublin City Council gives notice to invoke Article 32.2 (b) for a derogation from tendering where the works, supplies or services can be provided only by a particular economic operator. Dublin City Council intend to award a contract to Access Paysuite Limited for 3 years with the option to extend for one further year at a value of €850,000 + VAT for the provision, support and maintenance of software and hardware for a cloud based Income Management System and for any new products purchased during the timeframe of the contract. This will involve migrating DCC’s ‘on premise’ Income Management System to Access Paysuite Limited sCloud environment during this year. Access Paysuite Ltd. currently provides Dublin City Council with an Income Management Solution specifically customised to meet its requirements and is also embedded into its Financial Management Systems. Competition is absent for both technical reasons and for the protection of exclusive rights, including intellectual property rights.
