Description
Dublin City Council gives notice to invoke Article 32.2 (b) for a derogation from public procurement whereby the works, supplies or services can be provided only by a particular economic operator where (i) competition is absent for technical reasons and (ii) the protection of exclusive rights including intellectual property rights. Dublin City Council intends to award a contract to Accuris t/a Allium UK Holding Ltd for a period of three (3) years to a maximum value of €110,000 ex VAT. Dublin City Council requires a subscription to a comprehensive library of construction and built environment technical documents for use by technical and construction related departments Housing and Community Services, Building Control, Dublin Fire Brigade and Environment and Transportation. City Architects Division has investigated the market to identify if there are other providers of comparable services and found that there is no other single supplier available who can supply the range of technical documents that the council has access to under the current subscription.
