Description
La procédure de passation utilisée est : l'appel d'offres ouvert. Elle est soumise aux dispositions des articles L. 2124-2, R. 2124-2 1° et R. 2161-2 à R. 2161-5 du Code de la commande publique. Il s'agit d'un marché ordinaire. Chaque lot fera l'objet d'une attribution séparée. Les prestations sont réglées par des prix forfaitaires. Le projet consiste à construire une unité d'hébergement de 27 chambres sur le site de l'Institut Départemental de l'Enfance et de l'Adolescence (IDEA) du Moulin à vent, bâtiment géré par le Département des Pyrénées Orientales. Le Conseil Départemental, dans un souci de promotion de l'emploi et de lutte contre l'exclusion, s'est engagé dans une politique volontariste d'insertion des personnes à la recherche d'un emploi ou en voie d'exclusion. Pour cela, il a décidé de faire appel à ses partenaires privilégiés que sont les entreprises, afin de favoriser l'accès à l'emploi de ces personnes, à travers la mise en oeuvre de la clause d'insertion professionnelle ("clause sociale"), condition d'exécution du marché qui s'impose au titulaire selon les dispositions fixées par le contrat
