Denna upphandling avser avhopparverksamhet som insats till personer som önskar lämna det kriminella livet och som definieras som avhoppare av polismyndigheten, och därtill har ett stödbehov som bedöms av socialtjänsten. Insatsen ska anpassas efter den enskildes behov. Målgruppen är personer från 18 år. Behovet är ett brett utbud av Leverantörer med stor geografisk spridning som kan möta individer med ett varierat behov av skydds- och stödinsatser.
