L’objet de la présente soumission est (1) de faire face aux grands projets d’aménagement et d’infrastructures complexes de l’Université du Luxembourg, pour les quatre prochaines années, et (2) de faire face à la constante augmentation des petits et moyens projets pour les trois campus de l’Université (Belval, Limpertsberg et Kirchberg). À l’heure actuelle, les différents projets ne sont pas encore clairement établis mais le Pouvoir adjudicateur préfère s’assurer de la possibilité de pouvoir solliciter pour chaque projet un bureau d’architecte, un bureau d’ingénieurs-conseils ou un bureau spécialisé en gestion de projet, au fur et à mesure de l’exécution de l’Accord‐cadre. La superficie, la complexité, la nature ainsi que le budget des futurs projets seront variables. Le présent Appel d’Offres vise à conclure un Accord-cadre, fixé à deux (2) ans, renouvelable deux (2) fois un (1) an (2 + 1 + 1) sur l’avis de l’Université, afin de retenir un titulaire par lot sans remise en concurrence, reconnu pour son expertise dans le domaine de l’architecture, de l’ingénierie et de la gestion de projets.
