La présente consultation a pour objet de confier les prestations de maîtrise d'oeuvre pour la conception et la réalisation des travaux nécessaires à l'aménagement des abords nord de Novacieries à Saint Chamond à une équipe constituée d'un BET Mobilité, d'un architecte-urbaniste, d'un BET Paysage et d'un BET VRD conseil disposant des compétences en matière d'architecture et d'urbanisme, de maîtrise d'oeuvre paysage et de maîtrise d'oeuvre VRD. Elle relève du code de la commande publique et est menée en procédure avec négociation en application des articles L2124-3, R2124-3 et R2161-12 à R2161-20 dudit code. Les prestations du présent marché comprennent une mission de maîtrise d'oeuvre de base et des missions complémentaire et supplémentaires scindées en huit tranches d'exécution : une tranche ferme et sept tranches optionnelles
