Description
Fiskeriövervakningsenheten inom Havs- och vattenmyndigheten ska upphandla koncession för VMS-relaterade tjänster och teknik för HaV och svenska fiskefartyg. I kontrollförordningen (EG) 1224/2009 anges att medlemsstaterna ska använda ett satellitbaserat kontrollsystem (Vessel Monitoring System, VMS) för fartyg för att på ett effektivt sätt kunna övervaka den fiskeverksamhet som bedrivs av fiskefartyg som för deras flagg, oavsett var dessa fartyg befinner sig. Kravet gäller för fiskefartyg med en totallängd på 12 meter eller mer. Av kontrollförordningen framgår att fiskefartygen är skyldiga att föra med sig utrustning och kommunicera bl.a. identitet, position kurs och fart till myndighetens kontrollsystem. Myndigheten genomför en koncessionsupphandling som innebär att HaV utser en dataserviceleverantör som tillhandahåller en för svenskt fiske lämplig satellitföljare med satellitabonnemang för kommunikation och relaterade tjänster.
