Syftet med upphandlingen är att tillhandahålla processledare som kan stödja Havs- och vattenmyndigheten i att etablera och vidareutveckla arbetet i nya områden samt stödja samverkansprocesser i områden där arbetet redan pågår. Uppdraget omfattar även att bidra till att utveckla en struktur och ett arbetssätt för introduktion och etablering av ytterligare områden i arbetet med regional ekosystembaserad havsförvaltning.
