Detta är en upphandling av en kommunikationsoperatör, där leverantören får exklusiv rätt att drifta och utveckla ett öppet fibernät i Gotlandshems fastighetsbestånd samt tillhandahålla en plattform för bredband, tv och andra digitala tjänster till hyresgästerna där bl.a. ett grundläggande utbud av bredband ska tillhandahållas utan kostnad ("Välfärdsbredband").
