Tjänstens Primäranvändare är personer som främst är döva, personer med dövblindhet, personer med hörselnedsättning och som använder svenskt teckenspråk i sin kommunikation. Tjänstens Sekundäranvändare är personer som främst talar svenska och som huvudsakligen använder hörsel och tal i sin kommunikation och som vill kommunicera med Primäranvändare.
