L'accord cadre composite est décomposé en 2 parties. La partie forfaitaire porte des missions d'animation courantes des sites et de relation avec les résidents et le pouvoir adjudicateur. La partie accord-cadre a pour objet d'établir les règles relatives aux bons de commande qui seront émis pour la réalisation des missions d'animation ponctuelle inter-sites, l'accompagnement à la mise en place d'un défi climat et l'accueil de délégations ; elle est circonstancielle et occasionnelle.
