Description
West Northamptonshire Council is seeking quotations for a service to provide professional and technical support on both define projects and routine operations via environmental monitoring to 4 closed landfill sites within the geographical region of West Northamptonshire. West Northamptonshire Council (WNC) has a statutory duty to manage 4 of these closed landfill sites. Not all the sites are owned by WNC, however under the legislation the statutory duties and liabilities sit with WNC. These former landfill sites were constructed using "dilute and disperse" principles with very little information regarding how the sites were engineered or what type of wastes were deposited. The approach taken to managing these sites is predominantly planned and prudent (avoiding unnecessary costs) however there is expected that an element of additional technical support required due to review of the routine environmental monitoring data/site conditions potential for on-site systems having operational issues/failure.
