Description
This notice serves to initiate early market engagement in accordance with Section 16 of the Procurement Act 2023. Its purpose is to support the Ministry of Justice (MOJ) in exploring potential future procurement opportunities for Community Accommodation Services (CAS), by assessing market interest, capacity, and readiness, and informing the fair and transparent development of any subsequent procurement process. The HMPPS CAS system provides a three-tier model of temporary accommodation for people on probation, prison leavers, and those on bail who require public protection measures or are at risk of homelessness. These services are designed to support public protection, promote reintegration into the community, and reduce reoffending. All three tiers serve as a bridge back into the community, proportionate to the level of risk posed, but are not intended to provide settled accommodation. The service is centred on the provision of accommodation, with varying levels of support provided depending on the service type.
