The city council is preparing a procurement process to secure a new leisure and hospitality-led development for the 3-hectare former Frontierland Theme Park seafront site in Morecambe. The council has selected Competitive Dialogue as the most appropriate route. The council is seeking an experienced development surveyor/practice to assist in preparing tender material, assessing and scoring the commercial proposals and for the other services outlined below. \r 1. Advise on the drafting of the Objective Evaluation Criteria to assess the commercial value, timing and risk in the financial offers and the associated scoring system. The quality evaluation criteria have already been drafted. \r 2. Advise on the drafting of a Financial Position Paper which will be issued to bidders outlining the council's position before commencement of the dialogue stage of the procurement process.\r 3. Advise on the drafting of the Heads of Terms that will be issued to bidders during the procurement process.
