Description
Hankintamenettelynä on suorahankinta. Peruste suorahankinnalle on hankintalain (1397/2016) 40 § 2 mom. 2) kohdan mukainen: teknisestä tai yksinoikeuden suojaamiseen liittyvästä syystä vain tietty toimittaja voi toteuttaa hankinnan; lisäedellytyksenä on, että järkeviä vaihtoehtoisia tai korvaavia ratkaisuja ei ole eikä kilpailun puuttuminen johdu hankinnan ehtojen keinotekoisesta kaventamisesta. LUT-yliopisto on etsinyt yliopiston eri toimintojen strategiseen kehittämiseen ulkopuolista kehittäjäkumppania. EAB tarjoaa poikkeuksellisen laajaa vertailu- ja analysointidataa, jollaista ei ole tarjolla selvitysten mukaan millään muulla toimijalla.
