Upphandlingen avser ett avtal som ska tillgodose ESEMs behov av utbyte av styrsystem AC450. AC450 är ett PLC-system som används för att styra alla pannor, gemensamma processer så som bränsle och fjärrvärme samt fjärrkyla på kraftvärmeverket Vattumannen. Dessa PLC-system är nu obsoleta och tillverkaren har ändrat deras status till Classic år 2021 vilket betyder att inom 10 år kommer reservdelar att sluta tillverkas.
