Upphandlingen av E-handels- och leverantörsfakturasystem syftar till att upphandla ett effektivt systemstöd som stödjer staden att nå sin ambitionsnivå om att "Alla inköp där det är lämpligt ska ske i e-handelssystemet". Upphandlingen avser ett systemstöd som erbjuder funktionalitet som anses nödvändig för att uppnå syftet, där staden har möjlighet att på ett flexibelt och användarvänligt sätt, bygga upp effektiva inköpsflöden både avseende beställningar av varor, tjänster och entreprenadarbeten.
