Suorahankinnan tavoitteena on turvata kaikkien vammaispalvelulain (VPL) ja sosiaalihuoltolain (SHL) mukaisten kuljetuspalveluasiakkaiden yhdenvertainen ja luotettava mahdollisuus lakisääteisiin asiointimatkoihin sekä säännöllisiin työ- ja opiskelumatkoihin heille myönnettyjen matkaoikeuksien mukaan. Hankittavaan kokonaisuuteen kuuluvat kaikki Vantaan ja Keravan hyvinvointialueen VPL:n ja SHL:n mukaiset taksimatkat sekä niiden välityspalvelut.
