För denna upphandling har konkurrenspräglad dialog valts med förslag på entreprenadform strategisk partnering, ABT06. Det är ännu inte fastställt omfattningen eller antalet lokaler som avser utbildningsförvaltningens behov, som ska ingå. I vilken omfattning lokalerna ska ROT-renoveras eller byggas nytt, anpassas eller byggas om eller byggas till är heller inte fastställt. Detta är en del i dialogenfasen, som kommer ske efter sommaren. Den strategiska partneringen börjar med en FAS 0 och går efter beslut vidare med FAS 1 osv. Det enda som är fastställt är att man har en begränsad ekonomisk ram där man vill få ut så mycket som möjligt för att möta de verksamhetsbehov som finns nu och de kommande åren framöver.
