Systemet ska kunna hantera hela stipendieprocessen, såsom stipendieutlysning, granskning, beslutsregistrering, rekvirering, utbetalning, återrapportering, omdisponering och statistik. Systemet ska vara enkelt och tydligt både för sökande och för administratörer. Systemets användargränssnitt ska vara webbaserat, och vara en molntjänst.
