Syftet med upphandlingen är att teckna ramavtal med leverantörer som innehar miljötillstånd för mottagning och hantering av massor av olika status, typ, jordklass, konsistens och föroreningsgrad. Ramavtalet innehåller även möjligheten för anläggningar att erbjuda återvunna massor i samband med mottagning.
