Description
Dublin City Council has a statutory responsibility to provide one or more shelters for dogs seized, accepted or detained under Section 15 (2) of the Control of Dogs Act 1986. The Council has engaged with a facility at Lyons Road, Co Dublin since 2021. This shelter caters for 25 dogs which represents a dramatic decrease in capacity compared to pre 2021. This greatly reduces the ability to provide for our statutory functions. The facility regularly operates above capacity with no headroom to deal with the demands for service or priority cases. The situation has be exacerbated with the increased demand for the facility due to higher surrender rates, and over population of restricted breed dogs, decreasing outlets for transfer to charities and reduced prospects of re-homing. The current situation is unsustainable and likely to reach crisis point in the coming months. It has become necessary to explore available options as an interim measure and it has become clear that suitable options are very limited.
