Description

Following on from VEAT issued on 21/04/26, Asiera CLG has awarded a contract to an incumbent Supplier under Article 32.(b) (ii) of Directive 2104/24/EU using the justifications of risk associated with change of supplier where there is “only one supplier for technical reasons”. This is a two-year contract effective June 6th, 2026, with option to extend for one further year, as agreed by both Parties. Asiera will publish a PIN by end of May informing the market that a new tender will be initiated for a HRM & Payroll System for the HEI Sector in the coming months. The cost, time and associated risks to run a large-scale procurement process to cover the interim two-year period would be highly disruptive and detrimental to the Asiera client community. Consequently, to ensure continuation of this critical service and at the request of both Department of Education & Youth and the Department of Further and Higher Education, Research, Innovation and Science, Asiera intends to pursue an interim mitigation strategy of awarding a contract to Supplier in order to bridge the gap between the derogated contract and the new contractual arrangement post tender completion.
