Description
The Norwegian Environment Agency (the contracting authority) intends to enter into a one year individual agreement with Stiftelsen NILU for the operation of a model for calculating emissions from road traffic for climate gas accounts for municipalities. The contract shall cover the operation and any necessary further development of the model NERVE ("Norwegian Emissions from Road Vehicle Exchaust") for 2025, including submitting updated figures to the Norwegian Environment Agency ́s publication of climate gas accounts for municipalities in 2025. After an open tender contest in 2021, a framework agreement was signed with NILU to operate and further develop NERVE, and this contract expires in April 2025. In 2025 the Contracting Authority prioritises operation and updating of the model, not major further development projects. A tender contest will not be held for this individual agreement, as the assignment is based on methods and tools developed by NILU (as described in NILU report 40/2024) and requires in-depth knowledge in the NERVE model.
