Syftet med upphandlingen är att teckna avtal med en koncessionshavare som åtar sig att ta emot, transportera och nyttiggöra förbehandlat matavfall (slurry) från Borlänge Energis förbehandlingsanläggning på ett driftsäkert, miljömässigt och ekonomiskt hållbart sätt. Anläggningen ligger strax undanför Borlänge och heter Fågelmyra.
