Description
Helsingborgs Hamn AB använder för närvarande GOS (Gate Operating System) -systemet Visy Access Gate för sina kritiska verksamhetsprocesser, där OCR-läsning av containers på besökande lastbilar ingår. För att ytterligare effektivisera verksamheten och säkerställa hög precision i våra arbetsflöden vill Helsingborgs Hamn nu investera i utökad funktionalitet för OCR-läsning av containers som lyfts av hamnens STS kranar. Med denna frivilliga förhandsinsyn meddelar Helsingborgs Hamn sin avsikt att tilldela kontraktet för installation, utrustning, support och underhållsavtal för utökad OCR-funktionalitet till Visy Oy. Enligt Lag (2016:1146) om upphandling inom försörjningssektorerna medges i vissa fall förhandlade upphandling utan föregående annonsering, i detta fall anses 6:7 punkt 2 och 3 samt 6:10 punkt 1.a-b vara tillämpliga. 7 § En upphandlande enhet får använda ett förhandlat förfarande utan föregående annonsering om det som ska upphandlas kan tillhandahållas endast av en viss leverantör därför att 1. syftet med upphandlingen är att skapa eller förvärva ett unikt konstverk eller en unik konstnärlig prestation, 2. det av tekniska skäl inte finns någon konkurrens, eller 3. det som ska…
