Beskrivning av ärendet Meddelande om frivillig förhandsinsyn gäller avtal för inköp som avser att ersätta Journalia-AK till AKnet, webbapplikation inom Region Norrbotten enligt 10 kap. 5 § LOU. Region Norrbotten har för avsikt att tilldela kontrakt genom förhandlat förfarande utan föregående annonsering, enligt 6 kap. 12-19 §§ LOU. Bakgrund till beslutet Region Norrbotten använder i dagsläget systemet Journalia AK inom vårdens verksamheter i regionen, för dosering, monitorering och uppföljning av patienter som behandlas med antikoagulantia. Nuvarande system Journalia AK har end-of-life 2026-12-31 och inom region Norrbotten har befintligt journalsystem VAS ersatts med journalsystem Cosmic under november 2024. Därmed behöver Region Norrbotten ersätta nuvarande system Journalia-AK samt integrera med journalsystem Cosmic. AKnet är ett system som driftas på regionens egna servrar. Någon förändring av drift kommer inte att ske. En RFI (Request for information) publicerades i november 2024 där det framgick att Region Norrbotten avser att byta ut systemstöd för Antikoagulantia behandling med dess krav på specifika funktioner.
