Die Gemeinde Helgoland ist eine ca. 65 km vom Festland entfernte Hochseeinsel im Bereich der Deutschen Bucht der Nordsee mit ca. 1.500 Einwohnern. Jährlich besuchen rund 350.000 Tages- und Übernachtungsgäste die Insel. Auf Helgoland wird ein Trinkwasserversorgungsnetz betrieben. Helgoland besitzt keine nennenswerten Grundwasservorkommen. Gegenstand dieser Vorinformation ist die Vergabe einer Konzession für Trinkwasser zur Versorgung des gesamten Gemeindegebiets Helgoland.
