Description
För att kunna göra det krävs ett nytt framtida arbetssätt kring kompetens och lärande samt en gemensam plattform för det. Det ska finnas ett effektivt och kvalitetssäkrat arbetssätt för strategisk kompetensplanering i Linköpings kommun. För att underlätta det nya arbetssättet behöver ett system för hantering av kompetens och lärande upphandlas. Systemet behöver vara lätt att använda för alla användargrupper. Systemet behöver kunna utgå från kommunens organisationsstruktur och det behöver vara möjligt att styra och anpassa innehåll utifrån olika behov i olika delar av organisationen. Uppdelningen på organisatoriska nivåer ska även bidra till att sätta upp mål på olika organisatoriska nivåer och följa upp. Utöver den organisatoriska uppföljningen finns ett behov av att dokumentera och följa medarbetares kompetens på individuell nivå och utifrån individuella mål. Kommunen arbetar även med kompetens- och karriärvägar (se bilaga “Exempel på Kompetens- och karriärvägar”) och som stöd för det behövs ett system med möjlighet att tilldela kompetenser till olika befattningar.
