Description

Framework agreement for legal services for the Norwegian Directorate for Export Control and Sanctions (DEKSA). Deksa was previously part of the Ministry of Foreign Affairs as the Section for Export Control and partly the Section for Humanitarian and Criminal Law. The decision to establish the DEKSA as a separate business was taken by the government in June 2023, and the Directorate was created by the Royal Resolution on February 9, 2024. From 1 January 2025, DEKSA is a directorate under the Ministry of Foreign Affairs. A framework agreement for legal services, in which the Ministry of Foreign Affairs is the contracting authority, was announced 20 January 2023 and the contract was signed 28 April 2023. Therefore, at the time of the competition notice for the framework agreement, DEKSA was a part of the Ministry of Foreign Affairs and it could, thus, not be stated in the notice as an independent entity. As DEKSA's work assignments were previously part of the Ministry of Foreign Affairs ́s area of responsibility, their need was also included in the framework agreement ́s estimated volume and value at the time of publication.
