Description
Örebro kommun har infört möjligheten att prioritera bussar med modern teknik av signalprioritering i stadens trafiksignaler. Systemet för att prioritera fordon i Örebro kommuns trafiksignaler kallas Smart Prio. Örebro kommun upphandlade införandet av bussprioritering i stadens trafiksignaler 2016. Det skedde genom offentlig upphandling där leverantören Swarco Sverige AB (orgnr: 5560247594) lämnade det vinnande anbudet. Nyttjanderätten för 70 anläggningslicenser köptes som engångsbelopp vid upphandlingen. I avtalet saknades dock support och drift, ett så kallat Service level agreement (SLA). Förvaltningen av systemet är beroende av extern drift av leverantören via ett löpande supportavtal. Smart Prio är ett proprietärt system som ägs av Swarco Sverige AB och tillhandahålls som en IaaS (Infrastructure as a Service), systemet ligger på Swarcos egna servrar. Detta innebär att det endast är leverantören Swarco Sverige AB som kan drifta sina servrar och det är endast de som kan leverera support med möjlighet till stöd och vidareutveckling av programmet över tid.
