Linköpings kommuns målsättning är att utveckla den mobila verksamheten och bredda dess användningsområde och i högre utsträckning fokusera på biblioteksverksamhet i samverkan med exempelvis lokalsamhälle, föreningar och kultur- och ungdomsverksamhet. Den nya biblioteksbussen ska vara en arena för bibliotekets uppdrag som helhet, och fungera för olika typer av aktiviteter riktat till bibliotekets alla målgrupper. Stor vikt läggs vid en flexibla lösningar, då verksamheten kan innehålla allt från program till medieutlåning, utställningar eller plats för möten. Olika arrangemang kräver utrymme för variationsmöjligheter i möblering och utrustning - exempelvis antal sittplatser, bokhyllor, exponeringsmöjligheter eller plats för skärm eller filmduk. Viktiga faktorer för den biblioteksbuss som Linköpings kommun (Beställaren) upphandlar är funktionalitet och tilltalande design. Biblioteksbussen ska ge ett nyskapande, lugnt och inbjudande intryck.
