EU4Reconstruction is a Citizen-oriented reforms and regulations for rebuilding Ukraine" (EU4Reconstruction) is a multi-donor action funded by the European Union (EU), Denmark, Germany, France and Lithuania. The action is implemented in two streams, each of which has signed its own multi-partner contribution agreement (MPCA). Stream 1 is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Expertise France (EF). Th is contract concerns the work undertaken by GIZ under Stream 1. This states the specific objective to be: "The Ukrainian government is increasingly able to implement inclusive reconstruction, building on a modern construction framework and a public investment management system sensitive to the needs of different levels of government". To achieve the specific objective, the project is organised around 4 key outputs 3 of which are implemented by GIZ and will require expertise form this contract: Output 1: Ministry for Communities and Territories Development of Ukraine (MCTD) has increased capacity to provide improved reform leadership, high-level advice, and effective coordination, driving aligned and accountable reconstruction effort…
