Description
Derbyshire's Local Government Reorganisation represents a significant and complex transformation. The programme will require the consolidation of ten councils into a new governance structure of either one unitary or two unitaries. \r \r Outcome 1 - Programme Governance, Planning and Mobilisation\r The supplier must:\r • Utilise the established governance structure and ensure Programme Boards and Programmes are properly constituted and organised from the outset, using PRINCE2/MSP methodology.\r • Support the design of a Programme Management Office (PMO) with definition of roles, reporting lines, escalation routes, and decision pathways, including implementation principles. \r • Support in the development of programme documentation including the programme brief and the initial programme strategy and programme plans\r • Strengthen programme governance through risk management, dependency tracking, and overall delivery confidence for the Chief Executives' Group and Strategic Leadership Board.\r • Provide independent facilitation and structure that supports momentum and consistent collaboration across all ten councils.\r • Define Day 1 statutory and operational readiness requi…
