Description
Monitoring and Evaluation Consultancy Leicestershire County Council invites bids for the provision of Monitoring and Evaluation (M&E) services for a major scheme in line with the Department for Transport's (DfT) Enhanced Monitoring requirements. This tender will evaluate the implementation, outcomes, and impacts of the scheme, ensuring accountability for public investment and assessing whether the scheme meets its objectives. The consultancy package consists of three key stages: 1. Baseline & Pre-Construction Assessment: Review existing data, perform gap analysis, and prepare a Baseline Report. 2. 1-Year Post-Opening Assessment: Data collection, impact evaluation, and production of the 1-Year Report. 3. 5-Year Post-Opening Assessment: Data collection, impact evaluation, and production of the 5-Year Report. Key Objectives: Assess whether the scheme's objectives, including reductions in traffic congestion, carbon emissions, noise, and improved air quality, have been met.
