Description

The Promise Scotland is commissioning this tender and will fund the work in full. The primary purpose of the work is to evaluate Scotland’s progress against Plan 21-24, to identify learning for Plan 24-30 and provide comment on the role Plan 21-24 has played as a guide for this progress. The Oversight Board, as the group tasked with monitoring Scotland’s progress to keep the promise, and the Independent Strategic Advisor on the Promise, as the role responsible for devising Plan 24-30, both have significant interest in the final output of this evaluation and will act as stakeholders whose input and engagement will be managed by The Promise Scotland. The inputs to the consultations already completed on Plan 24-30 structure and content are held by The Promise Scotland and can be made available to inform this evaluation. Commitment to keep the promise remains high, as does momentum across all sectors, including political. The narratives around work to keep the promise are positive, aspirational, and focused on improvement.
