Description
The main outcome of this commission is a practical and evidence-based blueprint for future local growth funding. The research should help the LGA articulate what an effective funding framework would look like in a devolving England and how funding arrangements can best support councils, MCAs and CCAs to drive sustainable economic growth in every part of the country. The research should provide a robust evidence base to inform the LGA's future policy development and engagement with government. The final report should include: • an assessment of the strengths and weaknesses of the current local growth funding landscape; • testing our current principles for the design of future local growth funding; and • analysis of how funding arrangements operate across different governance models, including MCAs, CCAs and non-devolved areas; • consideration of institutions such as National Wealth Fund, and other place-based investment initiatives; • a small number of options for a future funding framework, including the advantages, disadvantages and implementation considerations associated with each approach. disadvantages and implementation considerations associated with each approach.
