Hastings Borough Council (HBC), with funding support from Homes England, wishes to appoint suitably qualified consultants, or a consortium of consultants, to support the Council develop and implement plans to regenerate Hastings town centre. Specifically, to assess viability, understand owner / developer interest through active negotiations and to recommend implementation and delivery models.
