Description
Dublin City Council gives notice to invoke Article 32(2)(b) of Directive 2014/24/EU which states that the negotiated procedure without prior publication may be used where the works, supplies or services can only be supplied by a particular economic operator for the following reasons (ii) competition is absent for technical reasons, and (iii) the protection of exclusive rights, including intellectual property rights. Dublin City Council intends to directly award a contract for ongoing support and maintenance of the existing Planning Management System (APAS) with Service Level Agreement which includes an option for further developments under contract from January 2025 to December 2027. IEG4/Agile are the providers of APAS, the Planning Management System, used across Dublin City Council. APAS is a modern Planning Application processing system that provides the necessary functionality to produce all documentation associated with processing planning applications from lodgement to decision.
