Description
There are 2 of the listed reasons why we need to go with incumbent supplier without publishing an open call to tender. • The choice of potential suppliers is heavily limited due to the niche nature of the products/services required. • If the buyer considers the contract too sensitive to publish openly. • A previously advertised tender received no suitable responses. • The products/services are required urgently, and the buyer doesn’t have time to go through the traditional procurement process. This is more common as a result of the Covid-19 pandemic (for example, organisations were in desperate need of PPE). Reason being that any of a number of suppliers, given enough time could come to understand our systems, integrations, processes and the PHP framework upon which the systems in question are built (there are many suppliers with PHP dev capabilities) . . . the key factor is time. The incumbent can hit the ground running with in depth understanding of all the above and secondly, we don’t have enough time to work with alternative suppliers to bring them up to speed before we would become more exposed to cyber risks from agi…
