Upphandlingen omfattar sakkunniga med särskild fackkunskap av vägutföranden. Lantmäteriet handlägger förrättningar vilket kan omfatta en prövning där vägalternativ behöver utredas. För att bedöma dessa vägalternativ krävs specialistkompetens som ska tillhandahållas av leverantören.
