Energimyndigheten är inne i en expansiv fas med många betydelsefulla insatser som alla på sitt sätt bidrar till resultat och måluppfyllelse. Myndigheten är i behov av att kunna utläsa utfall samt påvisa effekt av dessa insatser. Givet detta behöver myndigheten upprätta ett ramavtal för utvärderingstjänster med ingående leverantörer som förfogar över kapacitet, kompetens samt förmåga att tillgodose de behov av av tjänster inom utvärdering som uppkommer.
