Description
Deze openbare Europese aanbestedingsprocedure heeft tot doel om minimaal 2 opdrachtnemers te contracteren voor Omgevingsdienst Veluwe (ODVeluwe) voor het uitvoeren van toezicht en handhaving met betrekking tot milieu gerelateerde uitvoeringstaken. Op jaarbasis betreft het ca. 400 controles (waarvan circa 272 initiële controles en 128 hercontroles). De initiële controles kunnen zowel integrale controles zijn als controles die zich slechts op 1 of meerdere aspecten richten. De verhouding daarin kan variëren over de jaren. Ook de verhouding initiële controles en hercontroles kan variëren omdat er risicogericht gewerkt wordt. Tevens zal de invoering van de omgevingswet, waaronder een nieuwe methodiek van controleren gaat plaatsvinden, van invloed zijn op de invulling van de opdracht na de eerste termijn . De doelstellingen van deze overeenkomst zijn: Dat alle aan opdrachtnemer uitbestede controles tijdig en kwalitatief goed worden uitgevoerd en tijdig ter administratieve afhandeling worden overgedragen aan ODVeluwe; Dat de opdrachtnemer de belangen van ODVeluwe inziet en behartigt, proactief meedenkt en flexibel is.
