Upphandlingen genomförs som en samordnad upphandling mellan Östra Göinge kommun, Osby kommun, Bromölla kommun, Hörby kommun och Höörs kommun, där Östra Göinge agerar som Inköpscentral enligt LOU för samtliga kommuner.
