Description
Valtiokonttori (State Treasury) invites candidates to a Competitive dialogue for the procurement of a new treasury system, including technical systems and systems integration services required for implementation as well as other services in accordance with the description of the procurement as further defined on Annex 1 "Procurement description". Candidates are expected to have a track record of delivering similar Treasury systems to description of the procurement, where treasury system based on COTS (Commercial Off-The-Self) technology has been implemented. The procurement process will be carried out as a Competitive dialogue (negotiated procedure) with pre-qualification of candidates pursuant to the Public Procurement and Concessions Act (1397/2016, Public Procurement Act). The State Treasury has utilized the same COTS treasury system and services related to it for a long time. During this period, technology, market requirements and procedures, as well as architectural approaches have been greatly developing.
