Predmet nabave je nabava i isporuka tonera i tinti za ispisne uređaje te ostalog potrošnog materijala. Svi ponuđeni proizvodi moraju udovoljavati zakonskim i podzakonskim propisima vezanim za proizvodnju i stavljanje na tržište robe koja je predmet nabave. U odnosu na kriterije zelene javne nabave, naručitelj je, gdje je primjenjivo, formirao troškovnike/tehničku specifikaciju na način da se umjesto većeg broja tonera manjeg kapaciteta traži manji broj tonera većeg kapaciteta, čime je nastojao doprinijeti očuvanju okoliša (manji broj spremnika, manje učestala dostava).
