Hanke eesmärk on sõlmida raamleping kuni nelja täitjaga, kes hakkavad arendama ja hooldama tervise infosüsteemi kesksüsteemi (edaspidi TIS) ning Tervisejuhtimise töölaua kasutajaliidest (edaspidi TJT).
