Upphandlingen omfattar ramavtal på synhjälpmedel till Region Västerbotten, Region Jämtland Härjedalen, Region Norrbotten och Region Västernorrland Upphandlingen handläggs av Region Västerbotten på uppdrag av övriga upphandlande myndigheter. Upphandlande myndigheter tecknar gemensamma avtal med vinnande leverantörer enligt de underlag denna upphandling resulterar i. Region Västerbotten tecknar samtliga avtal genom fullmakt från övriga deltagande regioner.
